There are a number of domestic airlines operating daily flights from Bangkok to Chiang Rai. The flight takes about 1.15 hrs. Chiang Rai International Airport (CEI) is located on Phaholyotin Road 8 kilometres from downtown Chiang Rai.
The coach ride from Bangkok to Chiang Rai is probably best made overnight since passengers can avail themselves of sleep prior to an early morning arrival. There are both air-conditioned and non-air-conditioned bus services from Bangkok's Northern Bus Terminal (Mochit 2 Bus Terminal) on Kamphaengphet 2 Road. The journey may take approximately 11 hours.
Take Highway No. 1 (Phahonyothin Road), turn to route No. 32 passing Ayutthaya, Angthong and Singburi Provinces and change to route No. 11 passing Phitsanulok, Uttaradit and Phrae Provinces then turn left to Highway No. 103, drive through to Ngao District and turn right onto Highway No. 1 which takes you to Phayao and Chiang Rai Provinces. The total distance is 785 km.
There is no direct train to Chiang Rai. You have to take a train to Lampang (9 hrs. from Bangkok) or Chiang Mai (11 hrs.) and then take a bus to Chiang Rai. The capital may also be reached from Tha Thon in Chiang Mai province by a scenic 4-6 hour (depending on climatic conditions, such as rain, and other factors such as high waters and fast currents) long-tail boat ride along the Mae Kok River.
“A Top Pick for Chiang Rai”
I go to Chiang Rai often these days, and each time I scour the hotel options for price, quality, and location. In the end I always stay at The Legend and I am never disappointed. The room arrangement if very, very nice, and the morning buffet (included with the room) is excellent. Although the online rate is a bit pricey, the intrepid bargainer can get the price down by as much as 40%.

“Fantastic stay in Chiang Rai!”
We would highly recommend The Legend if you want a relaxing and romantic stay in Chiang Rai. It is reasonably priced and a beautiful property. The rooms are quaint with a porch or balcony. The bathroom is very exotic! The morning buffet was lovely. It is a bit of a walk out of the actual downtown area but completely do-able if you enjoy walking. You may also have a few "extra" friends in the room with you (e.g., geckos, snails, etc.) but they are easily moved! :) Stay here if you want a relaxing and peaceful time.

“Exotic and relaxing”
Stayed there one night but could immediately see how beautiful our stay would be. I was not disappointed in any way. The rooms are large, with balconies and large showers. The landscaping takes your breath away and the breakfast was amazing with fresh squeezed carrot juice as a choice of beverage. Also enjoyed the infinity pool overlooking the river. What an unforgettable stay for us.

This hotel was chosen for us as part of a Smiling Albino (use them!) tour package... it didn't disappoint. The setting was beautiful and the photos on the website don't do it justice. The garden in the back on the river has tables and chairs spread all over the lawn, and at night there are twinkle lights and lanterns all in the trees that add to the beautiful ambiance. The staff was friendly, food (we only had breakfast) decent and the rooms were very nice. It's a definitely a great hotel option for exploring the Chiang Rai region.
